Overview

The Export Control Manager (ECM) reports to the Assistant Director (AD), Export Control and Compliance, in the Office of Research and Project Administration.  The ECM assists the AD in developing and maintaining compliance with Princeton University’s Export Control Management Plan, the Export Administration Regulations (15 CFR 730-799), the International Traffic in Arms Regulations (22 CFR 120-130), and sanctions programs implemented by the US Department of the Treasury, Office of Foreign Assets Control. 

Responsibilities

 

Assist the AD with developing, maintaining and updating export control compliance policies and procedures, including, but not limited to, international travel, campus visitors, deemed exports, purchasing, shipping, proposal review and contract negotiation.  The ECM will oversee many of the day-to-day compliance obligations of the office.

  • Manage international shipments utilizing the eShipGlobal tool to ensure compliance with export control regulations and Federal Trade Regulations.
  • Analyze contractual and other documents related to sponsored research projects to ensure compliance with export control requirements and University policy, including the need to obtain US government export licenses. This may involve working directly with faculty to understand the technology, individuals, and facilities involved and determining whether item is export controlled and requires a TCP or license for use or shipment. 
  • Make export licensing determinations and assist in the preparation of export licenses. (NOTE: The AD submits license applications after the ECM obtains Dean for Research approval to proceed with license application.)
  • Manage interactions with faculty, staff, and outside parties in relation to the University’s export control compliance obligations and facilitate the ability of these individuals to successfully perform the functions of their position while maintaining compliance with export control laws.
  • Develop, maintain and audit technology control plans (TCPs) related to research, equipment and technical data. 
  • Serve as a point of contact for advice, resources, education and coordination of export compliance.
  • Direct faculty and staff training and outreach efforts of the office. 
  • Coordinate export control requirements related to Controlled Unclassified Information (CUI) policies and procedures as established by Princeton’s Office of Information Technology.
  • Maintain export documentation, including license applications, commodity classifications, technology control plans, and serve as a point of contact related to records for federal agencies during audits and inspections.
  • Assist the AD in the development of briefing materials for senior University leadership related to export control (and other) topics.
  • Manage the office’s relationship with Dean of Faculty related to export control review of visitors to the University.
  • Collaborate with the Office of the General Counsel, Risk Management, Environmental Health and Safety, Sponsored Research Accounting, Office of Information Technology, Human Resources, Audit and Compliance, the Davis International Center, and other University offices to improve policies and procedures for the export control function at Princeton University.
  • Perform reviews of international travel to ensure compliance with export control regulations and coordinate with the Office of International Affairs and Operations to address concerns.
  • Conduct deemed export reviews in relation to the visa application process and manage the relationship with the Davis International Center and the Dean of Faculty.
  • Manage the University’s license for Visual Compliance.
  • Perform and evaluate Restricted Party Screenings as needed and validate results obtained by other users.
  • Develop and maintain training aids and export control website, including manuals, brochures, handouts, and web-based training materials.
  • Manage export control program relationships with Recharge Centers, including evaluating testing of articles, incoming/outgoing shipments, etc.

Qualifications

Qualifications:

  • Three to five years export controls experience, with demonstrated ability to interpret and apply federal regulations as they pertain to fundamental research in an academic research institution
  • Degree in an appropriate field of study, scientific or engineering background preferred.
  • Ability to interact with faculty, staff and students in a supportive and multicultural environment.
  • Ability to deal with constantly changing work demands that require the ability to prioritize objectives and exercise independent judgement based on an understanding of organizational policies and procedures.
  • Excellent verbal and written communication skills and ability to deal diplomatically with people at all levels.
  • Ability to analyze complex agreements and transactions and identify workable solutions.

 

 

Preferred Qualifications:

  • Experience working in a university setting in sponsored research, compliance, or international operations.
  • Experience in successful contract negotiation or management.
  • Ability to work independently on multiple projects simultaneously.
  • Licensed Customs Broker or experience with U.S. Customs importation procedures, including interfacing with Customs Brokers and freight forwarders.
  • Demonstrated ability to implement Information Technology solutions as they relate to data security.
