Overview

The Program Manager will be an integral programmatic team member for both the State Health and Value Strategies (SHVS) and the State Health Reform Assistance Network (State Network) programs. These are grant funded projects of the Robert Wood Johnson Foundation and housed at Princeton University.

 

The State Health and Value Strategies (SHVS) provides technical assistance to support state efforts to enhance the quality and value of health care by improving population health and reforming the delivery of health care services. State Network provides technical assistance to states in order to maximize coverage expansions under the Affordable Care Act, including insurance exchanges, Medicaid expansion, state innovation waivers, and more.

 

 This is a one year term position with the possibility of renewal based on performance an d grant funding. 

Responsibilities

The Program Manager will assist the Program Director in the day-to-day management of SHVS. The selected candidate will also take a lead policy role on State Network, creating presentations, blog posts, and other analyses, as well as writing reports and other updates for the Foundation. The Program Manager will work closely with the director managing technical assistance delivered to states through the programs and developing and managing contracts with outside experts that provide assistance to the states. Responsibilities will include: 
 
Project management

  • Manage and coordinate program management functions of SHVS and State Network
  • Serve as the day-to-day program contact for the Foundation as well as other external partners
  • Develop call agendas for regular check-ins with program partners
  • Manage the program budget, developing subcontract proposals for the Foundation
  • Assist the director and deputy in identifying selected states’ technical assistance needs and connecting those states with the appropriate technical assistance providers for both programs
  • Track the activities of expert technical assistance providers in each of the selected states
  • Draft, process, and track consulting agreements between Princeton and outside technical assistance providers, including developing scopes of work and budgets with the consultants
  • Plan for and participate in convenings and other off-site meetings, up to 10 trips per year

State and national health policy analysis and research

  • Conduct background research about states engaged with State Network and SHVS
  • Track current health policy events (e.g., legislation, regulations, politics, etc.) in selected states from both a quality improvement and insurance coverage perspective
  • Create and edit Powerpoint presentations and talking points for the program director

Communications, reporting, and process management

  • Draft regular updates and annual narrative reports to the Foundation
  • Draft and post web content for program website and manage relations with the outside communication firm
  • Review and edit issue briefs prior to publication

Qualifications

ESSENTIAL QUALIFICATIONS

  • Master’s or professional degree
  • Two years of relevant work experience
  • Demonstrated interest in health care and/or public policy


PREFERRED QUALIFICATIONS

  • Master’s degree in public policy, health policy, law or other related field preferred
  • Excellent writing and communication skills and demonstrated ability to conduct independent research
  • Strong organizational skills, including attention to detail in research and product development
  • Familiarity with state policy initiatives around quality, value, and cost containment
  • Previous experience working in health policy, ideally three or more years of research, advocacy, political or policy development related background in health or closely related policy field.
  • State experience and/or a strong understanding of state and federal government health program structures
  • Working knowledge of Microsoft Office suite (Word, Excel, Outlook, PowerPoint) and WebEx or other webinar software
