  • Overview

    The Department of Public Safety is a 24/7, 365-day operation that will require the Security Operations Manager to be on call 24 hours and work non-standard hours including evenings, weekends, and holidays.  

    Under the supervision of the Department of Public Safety (DPS) Associate Director of Support Services (AD), the Security Operations Manager (SOM) provides admin & mgt. oversight in planning, coordinating, & managing the security operations of the P.U. Art Museum (PUAM) and Firestone Library (FL) facilities including the offsite Art Storage Facility (OASF) and providing patrol of the Satellite Branch Libraries (SBL). The SOM oversees and is accountable for all aspects of PUAM & FL security 24 hr/day, 7 days/week, 365 days /yr. 

     

    Working closely w/ the PUAM Director/designee & the Univ. Librarian/designee, this position has oversight of the training, directing, supervising & scheduling of appropriate staff to secure PUAM & FL and their world-class art & book collections as well as to assure the safety & comfort of visitors during open hours & at special events. 

     

    Provides strategic guidance & ensures the work assignments & training of all staff in these areas are monitored, including planning & implementation of an ongoing program of cultural property protection, customer service & cross-training to provide for qualified location specific staffing for PUAM and FL. The SOM takes a lead role in serving visitors & making them feel safe & welcome, assuring that customer service values inform and guide the work of all security staff. 


    The SOM prepares staffing plans & establishes priorities in order to meet location specific goals, w/ the most appropriate utilization of personnel & equipment that is both effective and fiscally responsible, while following best practices. The SOM is responsible for working w/ the DPS Budget Mgr. to generate, implement, monitor, & reconcile the annual operating budget for PUAM and FL security, and to request needed funds for staffing & equipment. The SOM also collaborates w/ the DPS Admin Lt. to actively plan for & address ongoing training needs and staff development, securing funding as needed. 

     

    In this role, the SOM oversees general administration and planning for all PUAM & FL security staff including, but not limited to overseeing hiring, performance management, scheduling & payroll. The SOM collaborates closely w/ DPS colleagues to assure the continuing smooth integration of the administration of PUAM & FL security w/in the larger P.U. security environment while honoring the specific needs and specific cultures and frameworks of the PUAM and FL. 

     

    The SOM assists the DPS Exec. Director/designee w/ assessing the physical security of PUAM & FL during renovation projects or special installations incl. liaising w/ administration, curators, contractors & safety consultants to ensure the security and fire code compliance to industry standards & legal requirements. 

     

    The SOM routinely meets (at least 1x/month) w/ the DPS AD, the PUAM Director & P.U. Librarian to ensure clear communication & alignment on practices, security objectives & customer service issues. 

    Responsibilities

    PATROL OPERATIONS: 

    -Regularly consults w/ the PUAM Director & FL Librarian or their designees to discuss goals & objectives related to security and customer service in each facility. 

    -Has oversight of planning, directing, & organizing of operational resources to accomplish DPS goals and objectives for security operations in all areas 

    -Through meetings, discussions & directives ensures security supervisors & staff understand goals/objectives for each facility & works w/ them to meet those goals/objectives. 

    -Oversees implementation of policies & directives, balancing work flow among supervisors & staff. 

    -Ensures all incident reports & other admin paperwork (i.e. schedules, OT, payroll approvals, & security detail requests are complete, accurate & approved by supervisors as required.)  

    -Consults & strategizes w/ AD in matters relating to security policies, special events, & equipment & security personnel issues. 

    -Reviews existing policies, procedures & schedules security best practices for cultural properties. 

    -Makes recommendations to improve effectiveness of security ops. while maintaining fiscal responsibility & following industry best practices. 

    -Coordinates OT assignments & details ensuring location specific staffing needs are met. 

    -Ensures regular inspections of all facilities noting safety hazards, & maintenance needs, ensuring work orders are submitted to address issues as needed, paying particular attention to security related issues. 

    -Ensures subordinates compliance w/ & proper enforcement of Univ. regulations.

    -Provides mgt. & direct supervisory oversight of Assistant Security Operations Manager, security supervisors & indirectly provides leadership to security staff 

    -Provides mgt. oversight of security operations including ensuring adequate staffing levels, scheduling, taking into account factors such as time off, department wide needs, & institutionally specific staffing needs for all areas. 

    -Continually evaluates impact of security staff & operations on visitor experience & seeks ways to improve that experience while maintaining appropriate security. 

    -Provides mgt. oversight of security systems: hardware/software & serves as liaison to DPS & Site Protection including planning, system features, modifications, & repairs. 

    -Exercises command responsibilities over DPS personnel 

    -Ensures all complaints are received, reviewed & investigated according to DPS/Univ. policy. 

    -Follows up on any feedback (+/-) received by or regarding DPS or its security officers. 

    -Fosters an atmosphere of cooperation & collaboration between DPS University community. 

     

    STAFF DEVELOPMENT & PERFORMANCE MANAGEMENT:

    -Oversees the performance management process for all security staff, delegating to the Assistant Security Operations Manager and Security Supervisors as appropriate. 

    -Ensures all security staff are evaluated according to the Department and University processes. 

    -Evaluates the Assistant Security Operations Manager, Head Art Museum Supervisor and the Head Firestone Security Supervisor, with input from PUAM Director & Librarian 

    -Ensures all security staff receive annual training, including assessing training needs & developing training plans & opportunities. 

    -Works w/ the Administrative Lieutenant to identify & implement appropriate professional development opportunities for Assistant Security Operations Manager, Head Security Supervisors of PUAM and FL and the security officers of each location.  -Provides mentoring for the Assistant Security Operations Manager, Head Security Supervisors of PUAM and FL. 

    -Performs an annual training needs analysis to ensure training programs meet Departmental and area specific goals. 

    -Ensures all training is in alignment with cultural property protection and customer service goals and objectives. 

    -Working with the DPS Administrative Lieutenant, establishes a continuous training program for officers, delegating to Assistant Security Operations Manager, Head Security Supervisors at PUAM and FL as appropriate. 

    -Participates in candidate selection process working closely with Administrative Operations Manager and the Office of Human Resources 

     

    SECURITY TECHNOLOGY:

    -Audits CVMS, CACS, SALTO, Acuity & alarms systems for proper operation as well as system readiness. 

    -Analyzes security systems and proposes new methods to improve the security systems, & works w/ DPS Budget Manager to secure needed funding through Univ. budget channels 

    -Provide security analysis of program & facility security policies/hardware & recommends modifications to or installation or elimination of system features. 

    -Develops, in conjunction w/ other University offices, policies governing Campus Access Control Systems (CACS)  
    -Performs research & stays abreast of current standards in cultural property protection & cultural property management practices, including new & evolving security technologies. 

     

    EVENT MANAGEMENT: 

    -In collaboration w/ Assistant Security Operations Manager and Head Security Supervisors reviews plans for known events, establishing priorities & setting deadlines while determining the appropriate level of personnel & equipment to achieve results, while ensuring location specific staffing needs & event objectives are met while maintaining fiscal responsibility. 

    -Oversees special event planning & coordination, including oversight of liaison w/requesting parties, personnel deployment, overtime scheduling, & event supervision, while ensuring that location specific staffing needs & event objectives are met. 

     

    ADMINISTRATIVE:

    -In collaboration w/DPS Budget Manager:  *Provides PUAM & FL leadership info. to set budget priorities.  *Prepares the annual budget for security equipment, supplies, training & personnel  *Projects anticipated budget needs  *Implements approved security expenditures for all areas 

    -Attends DPS department, PUAM and FL staff meetings 

    -Provides oversight of incident report flow in all areas. 

     

    EMERGENCY:

    -Chairs the Emerg. Preparedness Committees for PUAM & FL. 

    -Reviews the Emerg. Ops manual & continuity of operations plans with DPS and the internal PUAM and FL Emerg. Mgt. Committees to implement needed updates. 

    -Supervises drills and annually tests PUAM and FL security and safety systems. 

    -Responds (on-call 24/7) to University emergencies such as security and fire incidents and building evacuations 

    -Develops nomenclature that consistent with Univ. standards for Life Safety systems for all areas that are transmitted to Public Safety's Communication Center. 

    -Consults on Emergency Management plans

    Qualifications

    ESSENTIAL QUALIFICATIONS:

     

    -Bachelor's degree. *Work experience (minimum of 10 years sec. work experience w/ at least five years at the supervisory level) may be substituted for the degree requirements. 

    -Seven to ten years of progressively responsible experience including five years of management & supervisory experience, preferably in a higher ed environment and/or working with cultural property. 

    -Experience in delivery, customer service, oversight, and assessment of security for cultural facilities. 

    -Excellent communication skills - written, interpersonal & verbal communications, including competency in English language, grammar, punctuation and vocabulary. 

    -Active listening skills to develop relationships & build trust and credibility with a diverse set of stakeholders. 

    -High level of emotional intelligence, judgment, astuteness, and strategic thinking. 

    -Highly developed time management & multi-tasking skills. Must be well organized, efficient, & maintain consistent and high attention to accuracy. 

    -High level of self-motivation & demonstrated capacity for independent judgment, planning, evaluation and decision making. 

     

     

    -Demonstrated ability: 

    -To collaborate, lead & work as a part of a complex team, including strong interpersonal skills, excellent judgment and tact.

    -Must be able to respond to serious or stressful emergency situations to assist in public information & other support activities while maintaining professional composure. 

    -Intermediate knowledge of MS Office Suite
